Sheffield Wednesday Confronts a 'Significant Problem', Says Football Regulator

'Our role is integral to football's future' - independent football regulator the new chairman

The Championship club's persistent issues constitute a "significant problem" and the football regulator is looking to gain the ability to examine team situations in such situations, the newly appointed chairman the regulator has declared.

During an extensive discussion, Kogan, who was appointed on Monday, showed understanding towards supporters of the Owls.

The regulator engaged with four fan organizations associated with the Championship side in recent days.

The Championship side have been experiencing difficulties in multiple areas in the current year, with the club failing to pay players on time on several different times, including in last month.

"Evidently Wednesday represents a serious issue for football authorities and a substantial concern for English football," the chairman stated.

"The club represents one of the great brands for the English game and in recent days we have met supporters' organizations.

"We're now looking to get powers... which will enable us to take Sheffield Wednesday - and other clubs submitted for our review if they warrant scrutiny and acted upon."

Monetary Issues and Proprietorship Status

Wednesday's embattled owner the current owner suggested earlier this year he would be prepared to relinquish control at their home ground, but he has been unable to finalize an agreement with prospective buyers.

Delayed salary payments on time in March and May resulted in restrictions being imposed by the English Football League (EFL) in summer, preventing the club from carrying out any transfers or loans for the next three transfer windows, although that restriction was lifted in August.

Official's Viewpoint

The regulator explained: "The position was created for the Owls followers, Bury or any football club where fans are dedicated to a community organization that has been part of their lives in many cases.

"I fully appreciate Sheffield Wednesday, as I do for all the clubs that over recent decades have faced collapse, or nearly ceased operations, for factors unrelated to the followers."

When asked if the oversight body could require an owner to sell a club if they are considered unfit, the regulator answered: "When asking whether 'would we intervene in the final instance?', the answer is once we gather the evidence and understand the situation, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the authority would rather to work with them.

"The final option we would consider is begin intervening in an particular organization, an specific proprietor, without being able to work with that chairman to fix the challenges confronting the team and the owner's facing," Kogan said.

"In actuality, when you review the record of football, over the past few decades there have been some owners, few in number, but some who have been irresponsible in the manner they have operated their teams and eventually decline to assume obligation for the long-term prospects."

'Errors may undo substantial development'

Kogan met with delegates from multiple organizations to lay out the remit of the regulator on Wednesday and insisted it was a "progressive gathering" with a "substantial involvement" from the National League to the Premier League.

"The role holds considerable importance, because if errors are made, if the world of football gets it wrong, the extraordinary progress that's been made necessary will vanish incredibly quickly," Kogan said.

"This represents everyone's worst fear in the terms of English football is a huge success story - we must maintain momentum.

"Substantial financial resources flowing into the game and has been invested for the last 20 or 25 years, because there are no assurances it will persist in entering the game, which is among the factors explaining I think we have to maintain a focused outlook on risk and of course, of the immediate future."

Premier League Concerns

The Premier League opposed the formation of an authority because of fears of a negative impact on the top-flight's competitiveness, but Kogan said: "I completely endorse the success and growth as an economic entity of the Premier League.

"Being fully aware of the worry about compromising the division as a high-quality offering of the nation. But simultaneously, if you talk to the Premier League after today's meeting, they would have had a high level of reassurance -and, in fact, they have been informing us confidentially they have a considerable comfort."

Ideological Links

Kogan is still facing a "full inquiry" by the public appointments commissioner after he acknowledged providing funds to the Labour Party in recent years.

The official provided financial support for Culture Secretary the minister's leadership bid, along with that of the government leader.

"I have fully disclosed my previous political affiliation [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," the chairman stated.

"I currently have no participation in any type of partisan engagement."
