The Demise of the 28-Point Peace Proposal for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the crisis sparked by the introduction of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been contained. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of conflicting incidents captured the grim essence of the recent timeframe. By day, diplomatic battles are conducted: optimistic declarations are delivered from multiple capitals. Considerable effort is expended on containing specific proposals. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "peace".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is able to track rocket firings from across the border, a capacity enabled by current data. From vantage locations, defense planes that had been deployed to counter approaching aerial threats streaked across the sky – sophisticated military planes supplied to Ukraine by European allies.

Soon thereafter, Kyiv's anti-aircraft weapons activated: multiple launches fired to intercept a incoming threat. This was a sophisticated defense system at work, probably delivered by allied countries. Every deployment jolts you unexpectedly, rattling buildings. The brief panic quickly gives way to sober acceptance: maybe the incoming missile won't hit its mark this time, sparing the city from catastrophe and another blackout.

Ongoing Risks

Following this, a heavy machine gun fired at a drone in the vicinity, part of a rapid response unit – almost certainly Western-made equipment. Regrettably, the shots failed to hit the enemy aircraft – it pressed on overhead toward its target.

With pauses, this carried on until dawn. Kyiv awoke to the early updates: several casualties, damage and infrastructure problems in numerous residences as a result of the night's assault. As typically, everyone still continued their routines – enduring hostilities. But those full day illustrated Ukraine's critical military reliance on Western support – a dependence that regional partners are evidently unprepared to replace in the near term.

Failed Diplomacy

The detailed framework from Washington provoked deep reactions, debate and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.

Every new approach from US leadership unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually achieve victory. This pattern will, no doubt, endure.

Strategic Calculations

It is easy to blame specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. Washington functions according to a premise well known to international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The US administration assumes that it is unrealistic to compel Moscow to surrender the territory that it already controls in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, Washington does nothing to prevent Kremlin actions, through words or deeds, from assuming that the status quo will not change more in its favour in the near future.

Opposing Positions

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its supporters are nearing depletion. Their reason to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leader remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing civilians and areas but avoiding a entire defensive failure until conditions improve in its favour.

Existing Situation

Factually, there are no genuine requirements for a ceasefire. Now, subjective factors are becoming relevant: political desires to negotiate peace and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unsuitable, so that their focus does not move to internal issues. And although their task will now be considerably more difficult after current events, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Assessment and Future

It took a just a single week to eliminate the 28 points of the latest plan. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, current information leaks, all achieved their purpose.

While new proposals based on previous concepts are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to alter the situation, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, largely rely on ongoing international assistance.
